Why doesn't the "ago" time reflect the user's time zone?

Using the public Gemini Support Atlas system. I am configured for UTC - 7 (Arizona). The "xx ago" legends are for UTC regardless of the time zone. In other words, the instant I post a question, it shows as "7 hours ago". You can see this effect, including the correct time in the tooltop for the ago element, in this image:

It is currently 12:10PM my local time. I posted the article at 9:33AM this morning, my time. However it shows "10 hours ago" and not "3 hours ago". The difference is the time zone of UTC-7.
