I'm not getting emails

I setup a new install to test Atlas and I don't get any emails. SMTP settings should be right, but there is no test button. Also, I can find any help docs for the application.

OK, I figured out if I follow someone's thread it will email me. How do I, as an administrator, get notified when a question has been submitted on the site?
