Allow tags with same name if they have different parent tags

If you are supporting multiple products and you have the same types of tags for each one, you have to name them uniquely. Prod1Installation, Prod2Installation, etc

Likewise, the current method of showing tags doesn't show its hierarchy. (ie prod1:installation)

Also, not sure why tagnames cannot have spaces.

You could have 1 tag - installation and then 1 tag per product where the product tag comes first in the list. The standard in Atlas is to use hyphen (-) instead of spaces.

if the different tags have different gemini projects, only one of them is return when trying to make a ticket. I suppose this is a separate issue when you have assign multiple tags to a question. ticket selections should come from all gemini projects that are assigned to those tags.
