What are the HELPFUL and NOT HELPFUL up/down arrows supposed to do?

The replies to a question have up/down arrows and a zero in the middle. Clicking on either arrow does nothing. Is it supposed to do something?

They will raise / lower the score for the reply for the user. It will only work if you are logged on and not the person who replied.

I have just up voted Saar's reply with FF 8.0.1 with no issue. Do you get a JS error?
